The Chief said something like...."You're going inside with the minset to find the fire and then you have to make the rescue".
Who did the inital search? I thought life safety was first and then fire containment if both operations cannot be done simultaneously.
Not trying to bust anyone, just something I caught from the interview. I realize that tensions were high and you had a difficult time with the operations/conditions. I hope this was a slip-up on the chiefs behalf and not just his "Mindset".

Perhaps the idea of penetrating to the seat of the fire, attempting to contain it, (close the door) and then searching back towards the entrance is what he meant. Of course if a victim is discovered during the intial penetration, the rescue is the priority.

I know nothing of the city this happened in, but typically we have an attack team and a separate search team operating...I wouldn't make too much of what he said...it sounds as if they switched gears to rescue the victim once she was found and E229LT's suggestion would certainly be an acceptable and good tactic also.
I did catch the report of a rekindle though....ouch!!!...I fear those. I probably stay at fire scenes longer than most officers, but I dread the rekindle.

We stay longer than normal, as well... with a TIC to make sure hot spots are cooled.
Ok, watch these guys and how they move quickly. Then watch the video of the two guys that were fired for not doing their job. See the difference?

One thing I heard in the report that concerned me, was the comment quote "Took us 3 hydrants to find one that wasn't frozen" unquote. Did look cold there, but can't figure out why the hydrants weren't working.
Not a criticism, just a comment, not trying to quarterback the fire dept efforts.

I think I can clarify things.
Watter supply.
The initial hydrant's 4" steamer was froze. The engine adapted, and tapped the 2.5" connections.
The tower layed in to an alternate water supply, and the second due engine also layed in. none of the water supply issues were significant.
Rescue, and extinguishment
The initial engine company made an agressive entry, and facilitated a rapid initial search, and began extinguishment. The truck company entered shortly there after, and began overhauling, and searching. the truck company rapidly facilitated the rescue. Pretty text book really.

So 3 rigs layed in for a single occupancy dwelling? Ok. Not knowing what they had on arrival, I think that 3 booster tanks are quite a bit of water at 500 gallons each. Quick knockdowns are key. At that time of night, occupants inside must be considered and have the first due start the attack search and get the attack started. The second due could secure the H20 source. Everyone is always hell bent on laying in from the steamer port. then again we carry both 3 and 5 inch supply line.
Who knows? I wasn't there. It was a tragic night for the family and friends. I am sure the guys up there did the best with what they had.
