April 8, 2005 -- A former civilian FDNY official raised money for a questionable 9/11 charity with a smokescreen of lies and phony props, including a fake link to former mayor Rudy Giuliani, a bogus uniform and fraudulent valor medals, fire officials are charging.
Stephan Hittmann was never entitled to wear a uniform in his civilian job as a director of fire training, but that didn't stop him from buttoning up the dress blues and pinning on bogus medals of valor — including a 9/11 ribbon — after he left the FDNY when he went on the road to raise money for his foundation, officials said.
Hittmann, who has not been charged with any crime, "is trying to capitalize on a catastrophic event by not only impersonating a firefighter, but the chief of department, and wearing combat ribbons that don't even exist," said Pete Gorman, president of the Uniformed Fire Officers Association.
Hittmann has also invoked Giuliani's name as the head of his organization — even though Giuliani has no connection to the foundation, officials said.
Hittmann could not be reached for comment.
He made the Giuliani claim in a letter to former fire Commissioner Thomas Von Essen, a Giuliani associate, where Hittmann listed the former mayor as chairman of his foundation.
"In no way, shape or form was Mr. Hittmann permitted to use Mr. Giuliani's name. Its use is misleading and inappropriate," a Giuliani representative said.
Hittmann was asked to resign his $134,000-a-year FDNY job in April 2004 for general work-performance issues, a source said. Fire officials said a probe is under way to determine if there was any misconduct while Hittmann was employed.

An ex-Fire Department civilian worker borrowed more than just a smoke eater's uniform to promote his 9/11 charity - he also falsely claimed Rudy Giuliani and a former FDNY commish were behind him.
Stephan Hittmann's 911 Program, a Park Ave.-based charity that is supposed to donate training and equipment to fire departments around the world, claimed the ex-mayor and former Commissioner Thomas Von Essen were on its board of directors."We are not affiliated with it," said spokeswoman Sunny Mindel of Giuliani Partners LLC.
The FDNY is already investigating whether Hittmann worked for his charity on city time before he was forced to resign last May from his post as executive director of fire and life safety. The department also is looking into why he wore an FDNY chief's uniform when he raised money for his program. As a civilian, he is not entitled to wear the uniform, which he is clearly wearing in at least one fund-raising picture taken last April.Hittmann, 57, did not return calls for comment left at his charity's posh 245 Park Ave. office.
"He was tossing around Rudy and Von Essen's name in his fund-raising, and it raises question about what money was collected, if any, and where it went," a source familiar with the investigation said.
Former Fire Commissioner Thomas Von Essen asked Hittmann last December, when rumors of his fund-raising reached New York, to write him a letter stating that Von Essen was never involved with the program, a letter Hittmann provided.
A spokesman for the state Attorney General's office said Hittmann's charity had not registered with them, though he declined to say what action this lapse would trigger.
Nash Patel, a Florida hotel owner, said Hittmann had approached his organization, the Asian American Hotel Owners Association.
"He said the Giuliani group was involved, and New York City fire officials. It sounded like a great program," Patel said.
"We told him if he printed fund-raising brochures, we'd put them in our hotel rooms," Patel said. "But nothing ever happened."

I hope that he is on the golf course, hits the ball dead nut on, watches it as it rolls towards the hole and before he can see his hole in one, he is struck by a bolt of lightning.
This case makes you wonder how many more out there are using 9/11 for gain and profit.
