Haz-Mat for Fire Investigators

Has anyone ever heard of a fire investigator, private, county or municipal, ever being denied entry into a scene due a lack of training in Haz-Mat,or a lack of documentation of said training? Who denied entry, and under what authority? Any info would be greatly appreciated.
