What is the difference between an "Explorer" program or "junior" program?

Typically, a junior firefighter program is solely department originated and maintained with the "juniors" having such a status as members of their department.
The term Explorer is almost always associated with the Boy Scouts of America Venturing/Exploring programs. Explorer Posts, as they are called, may consist of fire department advisors as well as parent or non-department personnel as advisors. Explorer Posts are maintained and supported by the fire department - but are also supervised and insured by the BSA.
If you're looking for a recommendation of junior fire program vs. Explorer Post - hands down-the Explorer program wins. Through their affiliation with BSA, many of the legal, logistical and administrative challenges of operating a youth fire fighting force go away. The BSA support is fantastic.
